For most services and events, yes — modern phone sensors in good light produce clean 1080p+ that congregations genuinely cannot distinguish on a stream. The honest exceptions are optical zoom and shallow depth of field: if long-lens shots define your look, keep one real camera and feed it in through Broadcasteer’s capture input alongside the phones.

Do I still need an ATEM or capture cards with Broadcasteer?

No for phones — they join over Wi-Fi by QR code. One USB/HDMI capture device is only needed if you want a traditional camera or an external feed as an additional source. The switching itself happens in software.
